The U.S. Census Bureau is seeking persons to fill Information Technology (IT) Specialist positions in the following specialties and grade levels:

    Develop complex routines and detailed sequences of internal program logic by coding, testing and debugging. Dvelop test data and test procedures, analyzes and evaluates the results. Conducts studies and recommend course of action. Participate in most phases of projects, from advising on specification requirements and limitations to helping project managers define the problems Other duties to be assigned

Selectee will serve under one of the following specialties with the additional listed duties:

Systems Administration Specialization, GS-11 and GS-12
Duties include system administration in a Windows or UNIX environment, writing shell scripts, user account creation, backup/restoring data, and providing general support to system users.

Network Services Specialization, GS-11 and GS-12
Duties include LAN support in a WindowsorLinux/UNIX environment, assisting users with network, hardware and software issues, and configuring, installing, and troubleshooting applications on a server.

Security Specialization, GS-11 and GS-12
Duties include applying IT security principles, methods, and tools, evaluating and defining IT security requirements and maintaining IT systems security documentation.

Other duties as assigned to each specialty.

Applicants applying for the GS-11 grade level must meet one of the following requirements

A. You have (or within 9 months will have) a Ph.D. or equivalent doctoral degree, or completed three years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree, in one of the majors listed above; OR
B. You have at least one year of specialized experience performing duties related to the specialty for which you are applying:

For all specialties, you must also have experience drafting and editing reports; identifying products to meet customer needs; resolving complex issues; and explaining complex information clearly.

Systems Administration: one year in a Windows or Linux/UNIX environment in areas such as user account creation, backup/restore, and providing general Windows or Linux/UNIX support to system users.You have developed and/or maintained system documentation and standards. You have a thorough knowledge of the syntax, capabilities, and limitations of the Windows or Linux/UNIX operating systems, including knowledge of the interaction between production programs and the operating system.You have experience in monitoring system resource utilization to detect and solve problems that are about to occur. You have at least one year of experience with the installation and administration of Web and Application servers such as Microsoft IIS or BEA WebLogic.Your analytical approaches and results were very generally reviewed for technical and professional adequacy. You have experience reviewing complex IT related data from multiple sources and determining relevant information; drafting, editing and disseminating written reports and status updates; maintaining relationships with customers with diverse needs; providing technical or complex information about products and services; assessing customers’ needs and identifying or tailoring products and services to meet them; resolving complex or non-routine issues; explaining moderately complex ideas or information clearly; listening to others and recognizing potential miscommunications; and identifying and solving problems by gathering and applying information from a variety of materials or sources.

Network Services: one year of LAN support in a Windows, Linux/UNIX, or Novell environment that included configuring, installing, and troubleshooting applications on the server.You have knowledge and understanding of telecommunication concepts and protocols such as switches, routers, hubs, TCP/IP, and frame relay.You have knowledge of blade and Storage Area Network technologies utilizing mirroring and clustering. Your experience included installing and troubleshooting COTS software to the desktop or server, and with providing help desk services and user training. You have experience responding to customer service requests and trouble tickets utilizing automated systems such as call center software and service desk software. You was responsible for deploying software installations and upgrades. You have experience in multiple server installations and upgrades for large networks of approximately 500 or more users. You assisted less experienced staff in problem resolution and in documenting solutions and procedures. You have a thorough knowledge of the syntax, capabilities, and limitations of the Linux/UNIX operating system, including knowledge of the interaction between production programs and the operating system. My analytical approaches and results were very generally reviewed for technical and professional adequacy.Youhave experience administering systems to track enterprise-wide IT assets in excess of 7,500. Additionally,You have experience reviewing complex IT related data from multiple sources and determining relevant information; drafting, editing and disseminating written reports and status updates; maintaining relationships with customers with diverse needs; providing technical or complex information about products and services; assessing customers’ needs and identifying or tailoring products and services to meet them; resolving complex or non-routine issues; explaining moderately complex ideas or information clearly; listening to others and recognizing potential miscommunications; and identifying and solving problems by gathering and applying information from a variety of materials or sources.
Security: one year of work experience applying methods for evaluating, implementing, and disseminating IT security tools and procedures and applying IT security certification and accreditation requirements. I developed, implemented, and coordinated activities designed to ensure, protect, and restore IT systems, services, and capabilities. I interpreted IT policies, standards, and guidelines and provided advice and guidance on a wide range and variety of complex IT issues. I monitored and evaluated systems compliance with IT security requirements and evaluated and recommended adoption of new or enhanced approaches to delivering IT services. My analytical approaches and results were very generally reviewed for technical and professional adequacy. Additionally, I have experience reviewing complex IT related data from multiple sources and determining relevant information; drafting, editing and disseminating written reports and status updates; maintaining relationships with customers with diverse needs; providing technical or complex information about products and services; assessing customers’ needs and identifying or tailoring products and services to meet them; resolving complex or non-routine issues; explaining moderately complex ideas or information clearly; listening to others and recognizing potential miscommunications; and identifying and solving problems by gathering and applying information from a variety of materials or sources.

Applicants applying for the GS-12 grade leve must meet the following requirements:

You have at least one year of specialized experience performing duties related to the specialty for which you are applying:

Systems Administration: one yearof systems administration experience in a Windows or Linux/UNIX environment that included maintaining a DNS or NIS environment or installing or maintaining security software. You have at least one year of experience with the installation and administration of Web and Application servers such as Microsoft IIS or BEA WebLogic.


You have a thorough knowledge of and experience with the Windows or Linux/UNIX operating systems, including the interaction between application programs and the operating system. You have experience in determining the source of system crashes and identifying solutions to recover from them. You have evaluated upgrades and systems changes based on resource allocation. You have a basic understanding of telecommunications and how it interfaces with system hardware and software. You have written complex shell scripts to perform automated system management tasks to assist in trouble-shooting system problems.Your assignments regularly included developing solutions to difficult problems that did not have readily available precedents.Your work was generally reviewed only for adherence to accepted standards.You have experience reviewing highly complex IT related data from multiple sources; drafting, editing and disseminating written reports and status updates; developing and maintaining relationships with customers with diverse needs; providing technical or complex information about products and services; anticipating and assessing customers’ needs and identifying or tailoring products and/or services to meet them; ensuring that all problems, questions, or complaints are resolved; explaining, or defending complex ideas or information clearly while adapting to the audience’s level of knowledge; actively listening to others and clarifying communications; anticipating problems, identifying and evaluating potential sources of information and generating alternatives to solve problems where precedents do not exist; andYou keep abreast of the latest technology, IT products and services.

HOW YOU WILL BE EVALUATED:

Competitive Hiring (Category Rating):
Once the hiring agency submits a request to fill a position, you will be placed in one of three pre-defined quality categories. The three categories are:

Gold - Applicants possessing a background that demonstrates a superior level of possession of all evaluation criteria.

Silver - Applicants possessing a background that demonstrates a satisfactory level of possession of the evaluation criteria.
